Do college credits expire?

I am considering attending U of Phx online to complete a 4-year
degree. I accumulated about 40 hours of credit at my local community
college previously. However, these credits were earned about 20 years
ago. I am getting mixed information...
1. My brother recently graduated from U of Phx (last month), and he
says he knows for a fact that his admissions counselor told him that
credits could not be accepted after they were 10 years old.
2. I emailed my old community college, and they told me that they
didn't know - ask U of Phx.
3. I talked to an admissions counselor at U of Phx this morning and
told him the credits were 20 years old. He said no problem, they
would be accepted.
Who do I believe here? Is the U of Phx rep just telling me anything I
wanna hear so he can get me enrolled? Or did my brother's admission
counselor make a mistake? Or did U of Phx recently change their
policy? Help me! What is the real story? BTW, I live in Texas if
that matters.

It depends on the institution that you want to accept them, but from
what I have seen, many places won't accept credits over 10 years old.
The best people to aks is the U oh Phoenix. It never hurts to grill them
with questions before you spend hard earned money.

Why didn't the rep say "It depends"?
Calculus from 20 years ago should be fine. Genetics -- no.
Don't they have a transfer guide?
Do you have the rep's name in your notes, or the rep's comments in an email?
I wouldn't believe just a blanket statement such as you were given.

Most college advisors will take a student copy of the transcript and map out a
preliminary course schedule for you. Whether the credits will be accepted
depends entirely on the school and the program. Some schools will allow you to
transfer in all of your credits but they will only satisfy "electives" and not
classes around your specific degree. Of course, your preliminary course
schedule will have to be evaluated by someone else when they receive your
official transcript.

I recently called U of P to see if they would transfer some of my MS credits
towards an MBA. After putting me on hold to ask someone I was told I had to
enroll first and then a few weeks into the semester I would get a decision.
I was flabergasted, put on hold again, and told that with 200k students they
couldn't do it any sooner.
Interesting answers. First, this is their business, if you run a college
then this is what you do prior to admission. Also, credits that are used
towards a degree cannot be used toward a second degree.My so-called
counselor should have known that.
Probably one of those "red-room" counselors I read about in the Dept. of
Education report.
I wouldn't trust these people.

Yes, that's pretty dumb... most universities look at your transcripts
BEFORE admitting you into a program!
