How does accreditation play a role when e.g. a student from malaysia
decides to enroll in a UK/US university? Which country's accreditation
is emphasized? The UK/US accreditation body or the Malaysian
accreditation body or both?

Each country is responsible for accreditation within it's own borders
obviously.
http://www.timesonline.co.uk/section/0,,716,00.html give a rating of
UK Univeristies and is probably a good place to start. There are 99
Universities within the UK that hold either a royal/papal charter (the
tradional Universities) or have been recognised by an act of
Parliament (former Polytechnics). Anything outside of these is a
non-starter.
The US has six regional accreditation organisations, so if you are
considering a university within US borders you will want to be sure
that it has accreditation from one of the six.
THe Malaysian Education Ministry should be able to provide you
information in general about studying overseas and whether you can
collect any government grants/loans while studying in the US/UK.
