what specifically are you referring to by "clinical data management" ?
are you referring to the process/training by which a clinician interprets
laboratory, radiographic, microbiologic, pathologic data? this would
require medical education.

or are you referring to ways in which to develop better ways of tracking /
collecting / analyzing this type of information using computers? There are
programs in informatics designed for health/medical professionals -- you may
want to investigate these...

are you interested in writing software for companies that specialize in
working with online medical records, etc?
