What's New in Canadian Education, Immigration & Employment?

----------------------------------
CANADIAN EDUCATION
----------------------------------

STUDYING ABROAD: MOST FAVOURED DESTINATION
"More than 200,000 students apply every year. Of these 85,000 are
successful, making India the second highest country in terms of
students studying overseas," the study says.

OFF-CAMPUS JOB LIMITS HURTING FOREIGN STUDENTS
Six out of 10 foreign students say Canada is their top choice for
postsecondary education, but the country risks losing its competitive
edge if it continues restricting international students from working
off-campus, a new study warns.

LEGISLATIONS LOOKS TO KEEP KIDS IN HIGH SCHOOL
The new legislation, expected to be introduced in January 2005, will
hopefully reduce Ontario's dropout rate. The goal is to get the
dropout rate, which is now at 30 per cent, reduced by half. Currently,
Ontario's students are required to stay in school until they are 16,
with fines of up to $200 facing parents who don't enforce their
child's attendance.

ENROLLMENT UP AT CANADIAN SCHOOLS: STUDY
A study finds university enrolment is up by more than 20 per cent in
the last five years.

UNIVERSITY ENROLMENT REACHES RECORD HIGHS
ing tuition fees and stiffer admission requirements are not deterring
students from pursuing higher education as enrolment in Canadian
universities has reached record numbers, a new study on postsecondary
education shows.

SCRAP THE TUITION CAP
There's a lot of griping on Quebec university campuses these days.
Both students and administrators are unhappy with the current state of
funding and tuition fees, and Jean Charest's Liberal government
doesn't seem prepared to make the necessary tough decisions.

GOING GLOBAL IS A UNIVERSITY'S ONLY CHANCE FOR GREATNESS
Going global in everything Canada does and thinks is the only way
forward for a population of 31 million people. While the United States
looks inward and becomes a stranger place for others, Canada must look
outward as never before.

ONTARIO TO SPEND $1.7M TO HELP FOREIGN DOCTORS
Internationally trained medical graduates living in Ontario will get
more help in their efforts to practice in Canada as the province
searches for ways to ease its growing shortage of doctors and nurses.

COMING SOON: NEW COURSES, NEW PROSPECTS

----------------------------------
CANADIAN IMMIGRATION
----------------------------------

MINISTER SGRO WANTS TO REVOLUTIONIZE IMMIGRATION
Declared Ms. Sgro: "I believe that Canadians need to be engaged in:
Who do we want as new Canadians in this country? Where should they
came from? What skills should they have? We, as Canadians, should
start talking about that."

AMERICAN VISITORS TO CANADIAN IMMIGRATION RISING
The number of U.S. citizens visiting Canada's main immigration Web
site has shot up six-fold as Americans flirt with the idea of
abandoning their homeland after President Bushs election win this
week.

VANCOUVER AIRPORT TO TEST IRIS SCANNERS
A similar program called Canpass for travellers entering Canada is in
place in Toronto, Vancouver, Montreal and Halifax. It too uses
iris-scanning to check identity.

MINISTERS OF IMMIGRATION ENDORSE PROPOSAL FOR A NATIONAL IMMIGRATION
FRAMEWORK
The ministers agreed to work together on an Immigration Framework for
attracting, settling and retaining newcomers in all regions of Canada.
The Framework will lay the foundation for a more responsive
immigration program, which includes stronger partnerships between
federal and provincial/territorial governments, and opportunities for
increased participation from cities and communities, large and small,
and from employers and others.

VETERAN TV STAR CAN'T LAND IMMIGRANT'S ROLE IN CANADA
Ms. Gless, who has won two Emmys and two Golden Globe Awards for her
work as an actress, has applied to come to Canada as a "self-employed"
business immigrant -- a category for people with specific skills, like
artists and athletes.

AMERICAN CRIMINALS WASTING REFUGEE BOARD'S TIME, MP SAYS
Randy White said many criminals are fleeing to Canada to claim refugee
status, making our country a haven for drug criminals and others
seeking to avoid prosecution or serving their sentences in the U.S.

WHERE HAVE OUR HUSBANDS GONE?
Runaway grooms from Canada are among thousands of Non-Resident Indians
who have deserted their wives in Punjab.

RECRUITER FOR IMMIGRANTS FACES 86 CHARGES
The RCMP has laid 86 charges against a Toronto employment recruiter
who is accused of inventing fictitious jobs to help prospective
immigrants come to Canada.

CANADIAN EMPLOYMENT
----------------------------------

JOB RESTRICTIONS HURT FOREIGN STUDENTS: REPORT
Canada risks losing its international students if the restriction
keeping them from working off-campus is preserved, according to a
study released Tuesday morning.

EMPLOYMENT SOARS, U.S. DOLLAR REELS
Canada's job creation machine churned out 34,300 positions in October,
far outpacing expectations and increasing the odds the Bank of Canada
will continue ratcheting interest rates higher in the weeks ahead.

UNEMPLOYMENT RATE STEADY DESPITE JOB GROWTH
The economy created another 34,300 jobs in October but the
unemployment rate remained at 7.1 per cent as more people entered the
labour force, Statistics Canada said Friday.

SCHOOL OR IMMIGRATION? THERE'S NO QUICK-FIX TO DRIVER SHORTAGE
As if the issue isn't confusing enough, last March the Canadian
Trucking Human Resource Council (CTHRC) issued a less than conclusive
report called Profile of Driver Shortage, Driver Turnover, and Demand
Estimates. It found that we'll need an average of 37,300 new drivers
per year from 2002 through 2005.

MANUFACTURERS' HIRING OUTLOOK IMPROVES
Canadian manufacturers this month offered their most optimistic hiring
outlook in six and a half years, Statistics Canada said Thursday.
